=68% + (33/100)*32%
=68% + 10.56%
=78.56%

Character Level 16-30: 25*(18*Clvl-104)/256 dmg per sec note: capped at 5% and 95%, 
alvl = attecker level, dlvl=defender level
Character Level 31-45: 25*(27*Clvl-374)/256 dmg per sec
